ACTTAO Co., Ltd. supplies natural river sand from the Amur River basin in the Russian Far East directly to construction companies in Japan. Our sand has been tested by the Japan Testing Center for Construction Materials, a JIS-accredited laboratory, and we are the authorized agent for the Japanese market. From a first sample to a multi-year contract, we build the supply around your project.

The Japan Testing Center for Construction Materials, Central Laboratory (JNLA-accredited), carried out an aggregate quality test (Report No. 26A1497) and an alkali-silica reactivity test (Report No. 26A1498). Both reports were issued on August 21, 2026.

Supply chain
Russia — origin
Natural river sand deposits in the Amur River basin, quarried under GOST first-grade quality control with a valid mining license. Every shipment is inspected to GOST first-grade standards before loading.
Hong Kong — trading hub
A Hong Kong entity handles export, trading, settlement, and documentation. Certificates of origin, quality records, and customs paperwork are consolidated here for full traceability.
Japan — delivery
ACTTAO Co., Ltd., as the authorized agent for Japan, delivers directly to construction companies. We guarantee JIS conformity and can arrange re-testing on arrival where required.
Why buyers can proceed with confidence
- Location — The deposits sit in the Russian Far East, about 600 km from Hokkaido, which keeps lead times short and freight costs low.
- Outside sanctions — Natural sand for concrete is an ordinary civilian commodity and is not subject to economic sanctions on Russia or to export controls.
- Settlement — Your contract and payment are with ACTTAO Co., Ltd., settled through the Hong Kong entity, and delivery takes place inside Japan. You have no direct commercial dealings with Russia.

- Sea route — Russian Far East ports → Sea of Japan → Niigata, Akita, Otaru, Tomakomai, and other major ports. About 600 km to Hokkaido, roughly 3 days at sea.
- Plan A — Transshipment onto large bulk carriers, 4,000 to 5,000 tonnes per vessel, for high-volume and long-term orders.
- Plan B — Direct shipment from Nikolaevsk to Japan, suited to smaller lots and trial orders.
- Capacity — 5 to 8 million tonnes per year.
- Reserves — Three deposits with confirmed reserves of more than 100 million tonnes.
- Outlook — Multiple deposits spread the risk and support a supply horizon of more than ten years.
